CIA Director David Petraeus Resigns, Cites Extramarital Affair ...

?Of all the exceptional men and women I have worked with over the years, I can honestly say that Dave Petraeus stands out as one of our nation?s great patriots.? DNI James Clapper

BREAKING NEWS? David Petraeus found to be human. Alert the media, because he?s been treated like a god up until now. I don?t know how the wider media will recover form this revelation. We may have to bring Dr. Phil in on this one.

It?s the bookend to the Stanley McChrystal implosion, which took down another vaunted military figure that was worshiped in his world, though for very different reasons.

I bet you Tom Ricks would like to add an addendum to his new book, stat.

Paula Broadwell has now been identified by Richard Engel on ?Hardball,? as being investigation by the F.B.I., because besides having close contact with Petraeus, she may have had access to emails in her research. Broadwell is Petraeus?s biographer, writing ?All In,? which required traveling with Petraeus, including in Afghanistan. [update]

Fox News Channel jumped into the TMZ ? National Enquirer zone almost immediately, speculating about Benghazi and the hearings this coming week, ready to twirl off into the Twilight Zone even further until Chris Wallace quickly slapped them back into reality. To his credit, Wallace wasted no time in saying that Petraeus has earned the respect to take him at his word on his resignation.

That is absolutely correct.

Jennifer Griffin, a bit later, lauded CIA David Petraeus on air. She praised his ?intense moral fiber,? adding that she got a personal note from Petraeus during her battle with cancer. Griffin is the Fox News personality that falsely reported the CIA was asked to stand down on Benghazi. The coziness of this confession, revealing a relationship beyond professional is worth noting.

One idiot male, Greg Gutfeld, on ?Fox Five? said the affair would trump Benghazi and the four dead. It leaves you speechless.

Mark Halperin was brought on MSNBC to opine on the politics of it. He didn?t have much trouble stepping into the quicksand of Benghazi speculation, even though he has no expertise on the subject. Weirdly, Halperin said there shouldn?t be speculation about the timing and the election, which seems odd to me.

Mr. Petraeus was right to wait until after the election. We?ll have to wait to see if the resignation was timely. But it?s a very serious issue and much more information must be known before playing a dangerous guessing game, the speculation abounding on talk radio, cable and beyond. The only issue right now is the affair cited by Petraeus.

The position Petraeus held in the national security structure of this country demands that he not put himself or this country in a position of danger and that includes blackmail for such a personal failing, which could compromise American security. But what we continue to learn is no amount of responsibility can keep a man from indulging himself, no matter the potential consequences. He?s also holding himself to the same standard of the men and women he has led, so for that alone his integrity is intact.

Even vaunted American patriots are fallible and I can hear Thomas Jefferson and Benjamin Franklin second that from the beyond.

Putting on my Dr. Taylor relationship consultant hat?

The shock we?re hearing expressed is fairly predictable, everyone quick to talk about his military career and his service to this country. Few understand how people in power fall so far because of lure of sex, sometimes love, but always because they crave new intimacy.

The other issue is the 37-year marriage of Petraeus in an era where women?s roles have changed, as has the length we live. It provides more temptations than the beginnings of marriage anticipated, back when it was about property and children, with women having no choices but to live their lives predicated on biology.

What ?til death do us part means today demands forgiveness as primary to any agreement, otherwise the statue can rarely be met over time. We?ve been here before, powerful people and institutions brought to the ground.

John Edwards, with the help of his wife, the late Elizabeth Edwards, was willing to defraud the entire country to gain power.

Eliot Spitzer handed his enemies on Wall Street the dagger to take him down through a series of successive and stupid trysts with high priced call girls, which not only ruined his career, but allowed Wall Street crooks to get away.

Governor Mark Appalachian Trail Sanford went AWOL from his job to meet his mistress, whom he is about to marry.

That?s separate from what it means to the director of the CIA to put himself at risk like this, for the sake of sex or love, but we?ve seen similar behavior.

We?ve seen countless Republicans from Larry Craig to John Ensign to Strom Thurmond, but also including the infamous Duke Cunningham bribery and prostitution case that ensnared defense contractors, as well as the Defense Department website peep proclivities that pulled back the curtain on scandalous behavior in our national security structure.

Few could fathom William Jefferson Clinton?s consensual affair, all that he risked, especially given he was married to one of the most fabulous women in the world. I wrote about this in my book, because the risks men take to satisfy their urges is a fascinating human subject.

The heart wants what it wants and so do our loins.

But David Petraeus? Not him.

How do you stop it from happening? Walk away. The second it hits you, stop it. Refuse it. Have an agreement with your spouse or partner that when you feel a sexual tug to another human being you tell him or her. You talk about attractions. Each person in the relationship also has to make sure that sex is happening between you. There are relationships that are dead, with only friendship living, but these are rare in today?s culture and the Millennial Generation is very unlikely to experience them.

The most important thing in a modern marriage is not friendship. It?s intimacy, which can include friendship, but it?s not what it was in the 20th century, because it has to be on a deeper level. It must include honesty on a level that allows two people to talk about interactions when you?re tempted.

Secret feelings are where illicit affairs grow in power and seductiveness. The thrill of the hiding and newness, especially after a long marriage. On a business trip when no one else will know.

It?s heartbreaking for anyone, but for someone like David Petraeus the shame and dishonor he?ll feel without thinking of the media speculation will be choking. It?s just so sad for him. But the public humiliation is something Petraeus will bear, because he?s got broad soldiers.

The crushing disappointment and humiliating public disclosure for his wife is another matter. People think that women don?t have sexual egos. How wrong they are.

APNewsBreak: Mideast nuke talks called off

VIENNA (AP) ? Attempts to find Arab-Israeli common ground on banning weapons of mass destruction from the Mideast have failed, and high-profile talks on the issue have been called off, diplomats said Saturday.

The two diplomats said the United States, one of the organizers, would likely make a formal announcement soon saying that with tensions in the region remaining high, "time is not opportune" for such a gathering. The diplomats spoke on condition of anonymity because they were not authorized to divulge the cancellation ahead of the formal announcement.

The meeting ? to be held in Helsinki, Finland, by year's end ? was on shaky ground since it was agreed to in 2010 by the 189 member nations of the Nuclear Nonproliferation Treaty. Its key sponsors were the U.S., Russia and Britain, but they said such as meeting was only possible if all countries ? especially Israel ?agreed to attend.

The decision to postpone, if not to scrap it, will cast doubt on the significance of the NPT and its attempts every five years to advance nonproliferation. Any new attempt is unlikely until the NPT conference meets again in 2015.

Hopes for such a meeting were alive as recently as Tuesday, when Iran joined Arab nations in saying that it planned to attend, leaving Israel as the only undecided country. Tehran's announcement came at a Brussels seminar on a Mideast nuclear-free zone also attended by Israel and the Arab countries, and described as largely free of regional tensions. But the two diplomats said the decision to call off the Helsinki meeting had already been made by the time Iran declared Tuesday that it would attend.

But a decision to give up on staging such a gathering after it was approved by the NPT is more than a reflection of Mideast realities. It also is bound to weaken efforts at future NPT conferences to reconcile clashing visions of disarmament and nonproliferation efforts.

Daryl Kimball, head of the Washington-based Arms Control Association, warned that "an indefinite cancellation of the long-awaited conference on a Middle Eastern WMD-free zone will only worsen the proliferation risks in the future and undermine the nuclear Nonproliferation Treaty."

Iran, the Arab nations and most other developing countries say the emphasis should on the U.S. and other nuclear-armed states that are NPT members to disarm. Such nations also castigate the West for supporting Israel and its widely suspected nuclear weapons program. Washington and its allies say Iran, North Korea and Syria are the greatest proliferation threats, even though Tehran and Damascus deny allegations of secret nuclear activities linked to weapons.

The Arab proposal to create a weapons-of-mass-destruction-free zone in the Mideast and to pressure Israel to give up its undeclared arsenal of perhaps 80 nuclear warheads, was endorsed by the 1995 Nuclear Nonproliferation Treaty conference but never acted on. The conference meets every five years.

The two diplomats who spoke Saturday are from nations that were invited to the Helsinki meeting, which was to be open to all NPT-member nations. The diplomats also are from member nations of the Vienna-based International Atomic Energy Agency.

While Syria's civil war, nuclear tensions with Iran and other Mideast frictions will be cited as the official reason for the cancellation, one of the diplomats acknowledged that the decision is mainly being taken because Israel has decided not to attend. The diplomat ? from a Western nation sympathetic to Israel? said Arabs countries have refused to budge from positions that made it impossible for the Jewish state to participate.

Israel has long said that a full Arab-Israeli peace plan must precede any creation of a Mideast zone free of weapons of mass destruction. The region's Muslim neighbors in turn have asserted that Israel's undeclared nuclear arsenal presents the greatest threat to peace in the region. They insist that Israel declare its arsenal and join the NPT as part of any peace talks.

The diplomat said that while the announcement that the Helsinki meeting has been canceled might be made in the name of all three co-sponsors ? the U.S, Russia and Britain ? it would likely be delivered only by the United States, reflecting tensions between Moscow and Washington on the issue. He said the Russians have opposed declaring the meeting dead at this point.

Weight Loss Success Stories | Gail Owens

Gail OwensWelcome to the How They Did It series, where we spotlight one individual and their body transformation. Learn what they did, and how they did it to succeed at their weight loss journey. Today we are featuring Gail Owens.

Tell Us a Little About Yourself

My name is Gail Owens, and I?ve just turned 40. I live in Northern Ireland; but I?m from East London originally. I home school my nine year old son. I was for 25+ years addicted to food (junk containing sugar), and was morbidly obese.

What Made You Decide to Get Fit and Healthy?

My story is a long one. I was thin right up until the age of 13. I used to do judo, tennis, and was into running in a big way. Then at the age of? 13, I went into foster care. My carer used to feed the kids in her care junk. We had access to her fridge (refrigerator), day and night. By the time I was 14 or so I weighed 12 stone (168lb). Out went all exercise. My judo coach tried to help me lose the weight. For 25 years I yo yo dieted but wasn?t that bothered. In the end I was eating 20-30 bars of chocolate a day, endless amounts of cake and biscuits (cookies), as well as 6 litres a day of coke. I was a constant binge and a secret eater.

Then at the age of 38, I had to go into the hospital for an emergency operation to have my appendix removed. At this point I had reached 243lb (17 stone 5lb), I was told by the Doctor I was a walking time bomb ? heart attack, stroke, and diabetes were round the corner. If I carried on this way I would be dead in five years. What finally broke me was the Dr. telling me my son ?deserved better than this?, she told me I was lazy and selfish and did I want my kid to bury me?

What is Your Nutrition Philosophy?

I?ve tried many diets and slimming clubs. I finally came across a personal trainer who saved my life. He stuck me on paleo about nine or ten months ago. I stick to about 80% paleo. I eat 6 times a day, and I hardly ever eat starchy carbs as I put on weight with them so easily. I eat fresh fruit and vegetables, protein at every meal, nuts and fruit, and drink lots of water. No Processed food, no wheat, no gluten and hardly any dairy. It?s not as restrictive as it sounds!

I found my psoriasis cleared up, my asthma improved, and my skin is glowing as a result. My energy levels went through the roof. Before I went paleo I had constant mood swings, was depressed constantly, my moods would alter suddenly, and I also had violent temper fits. These have all disappeared. I?m a completely different person.? I do have some treat only on a Sunday, but I have to plan it in detail, otherwise it gets out of control.

What is Your Exercise Philosophy?

I have just started Crossfit about nine weeks ago. I wish I?d of known about it when I started trying to lose weight. Crossfit to me is the best exercise ever. You get fantastic coaching at a really reasonable price,. It?s constantly varied, and has great community support from like minded people who want to keep improving themselves.

I started off walking, and then started running. I have been to exercise classes such as step, zumba, and spin (they didn?t work for me). I have done the Beachbody Insanity program 4 times. Then I met a personal trainer who introduced me to strength and conditioning training and the paleo diet. Then I moved onto Crossfit. I got bored, as each time these things got too easy for me. I couldn?t exercise with people who mess about, and who didn?t want to take their training seriously.? My philosophy is kick the living day lights out of yourself, work really hard to keep progressing, keep challenging yourself, keep moving the goal posts, never settle, and keep pushing yourself harder. That is why Crossfit to me is so awesome, as you can keep progressing. I won?t get bored this time.

What Was the Most Important Thing You Learned During Your Transformation?

All in all it took 20 months to lose 114lb. I learned that I?m an addict. I?m addicted to sugar. I?m a recovered alcoholic (of 17 years). The trouble with binge eating, or sugar addiction is it?s respectable. The drug is packaged nicely, and it doesn?t carry a social stigma. That is why it?s not taken seriously by the medical profession, and here in the UK there is no support or help offered by the government.

I have to take one day at a time. The biggest mistake I?ve made in the past is to think I?ve arrived. I have to plan every meal. My cheat meal is only on one day of week (usually a Sunday), and has to be planned, otherwise it gets out of control.? I don?t eat rubbish because I?m depressed or emotional. I eat because I?m an addict. I looked for excuses years ago.? I had to learn I have to keep saying no.

I now love exercise and look forward to going to Crossfit classes. I injured my calf muscles recently and couldn?t train for nearly 4 weeks ? I was climbing the walls. Sitting and watching TV for hours was bliss for me before. Now I can?t think of anything more hideous.? I think the most important thing I?ve come away with is eating junk is not worth it. Nothing tastes as good as slim feels. My quality of life is fantastic. Being fit and healthy completely transforms your life. Before when I was obese, my house was untidy, and my garden was a mess. I used to lie in late in the morning. Now my fitness spills over into every aspect of my life. My house is tidy and clean, and I get up most mornings at 6am. If I?m going to the gym at 6:30, I get up at 4:30am.

It?s also not just about numbers on a scale; it?s also about being fit and healthy, and how much flexibility and mobility you have. I can?t do it on my own and need accountability. I see one of the Crossfit trainers regularly and she helps me with my diet and gives me advice to keep on track. I learned to be honest and stop lying to myself.

What Mistake(s) Should People Avoid When Trying to Lose Weight?

Biggest mistake I made was trying to exercise and manage my nutrition on my own. For me personally I needed accountability for what I eat.? Slimming clubs are a waste of time, they teach you about calories but not about nutrition. Also, thinking it?s going to be easy, and underestimating how hard it?s going to be.

What Advice Do You Have For Others?

My advice, start today, get a black bin liner and throw away the junk and processed food. Start walking. Start to journal all that you eat. Find a personal trainer, or better still, go to Crossfit. If that isn?t possible, try to exercise with a friend.? For me, my weight loss really took off when I went paleo and started lifting weights.

Remember, nothing is as important as your health and fitness. Many people including myself feel guilty for spending money on gym memberships, or taking time out for themselves. When you are fit and healthy you have so much more to give, and life is so amazing. Drink plenty of water. Be honest with yourself. If you mess up, don?t lie to yourself. Start over ? it?s a journey.

Overselling Capabilities HR, Recruiting, Social Media Policies ...

A Birthday and a VHS Tape

In 1988, in celebration of my daughter?s first birthday, we had a party at our house. Grandparents were in attendance along with several aunts & uncles and some dear family friends. We all gathered in my small 900 square foot house; I felt so lucky to live by family that could share in this special event. My first pregnancy had been?perfect?and my firstborn had just finished a?perfect fist year.?This celebration was real, for I felt so fortunate.

Jerry, one of the friend?s invited, had a video camera and he offered to film the event so that we might share it with a Grandpa and Grandma who lived far away. I was delighted by his sweet offer for video cameras were few and far between in those days. No such thing as a $100 Flip camera back then; Jerry?s camera had cost several thousand dollars. At twenty-four years old, I was still very naive about the world, but so very caught up in my wonderful little home life and precious little family.

A week or so later, Jerry showed up at my door, video camera in hand. He was filming as I answered the door, my little girl popped her head around from behind my leg and kept a shy distance. He was bringing me the tape from the party with this little extra added on at the end. As he finished up with a final edit and handed over a tape that would be watched over and over again for many years, I searched through the yellow pages to find a local business that could make a second copy of this precious tape ? one we could keep and another we could send from our Indiana home to a California Grandpa. A camera shop close by advertised VHS copying capabilities and I stopped in with my tape that very day.

Bad Business

The shop owner assured me they could copy the tape in no time and that they would call when it was ready. I left my?so-very valuable?tape there and went on with my daily activities. At the end of week one, I called to inquire about the tapes, only to get an answering service. In the middle of week two, I called again, speaking with an employee who said he didn?t know anything about it. At the end of that week, I called once more, finally reaching the owner who claimed that it had been a difficult job and that it was not ready yet. The VHS tape was only 56 minutes long.

In the middle of week three, I showed up at the shop ? the owner failed to remember me. I reminded him of my?so-very valuable?tape and he asked me to return at the end of the week, which I did. My anger and frustration at this point was very real. When I arrived at the end of the week, I was prepared to firmly share my disappointment?after?I received my two tapes. As he handed over the invoice and I recognized the charge to be three times what he had originally quoted, I was shocked. I declared my dismay at the time taking three times as long, and?now?the charge was three times as much. He just looked at me blankly and said, ?This equipment is expensive, do you want the tapes or not??

Of course, I paid, for the ransom had been set. As I left the store, I was so angry that I stated, loudly, that I would make sure that all of my friends and family would know about this ? they would know that customer service and value were not offered at his camera shop. He just told me to please leave and never come back. ?Gladly,? I fumed. Within a year, this shop had closed; it had been a family run business for many, many years. But video was new and in an effort to keep up with what the demands of customers were, this small camera shop had over sold their capabilities and under served their customers. They had taken the low road?

The High Road Must Be That Long and Winding Road

Overselling capabilities is a familiar lie to many of us. ?Truth in advertising seems to be a myth these days. ?We meet it daily in our work and often in our home lives. ?I value what I offer ? whether it is a pot roast for my family or a press release for my boss. ?If we place no real value in our offering, it must be very easy to oversell it. ?The understanding of ?true value? is lost.

And that is too bad, because?the high road has a much better view and people always come back for more.

The Key to Success | Wellness With Moira

Wednesday, November 7th, 2012 at 12:45 pm ?

?

The Key to SuccessSuccess? We all aspire to it, talk about it, envy those who achieve it, we think about it, fight for it. Success comes with reaching our goals and it brings us huge satisfaction and happiness. This gives us a unique opportunity to be happy every day, if we achieve small goals every day and step by step we will be approaching our GREAT dream.

Close your eyes for a minute and imagine a successful person. Is he rich or poor? Surely, most of us associate success with rich people. So, success and wealth are inseparable from each other? Yes, it?s likely to be so. But wealth is not a target for a successful person. It is just one of the steps to reach a global aim.

What do you think is blocking your success? It is true that there some outer reasons, not?dependent upon you.

All the reasons are subjective (inner) and thus ? every one can get rid of these reasons, changing something in himself. We create the greatest obstacle in achieving success with our fears, and beliefs. So? what are the keys to success?

The following are some ideas that you may need to develop further to get your on the path to your version of success:

1) Clear objective. Without the aim, no achievement is possible. A thoroughly equipped ship with wonderful crew will arrive nowhere if it?hasn?t?any course of direction.

2) Accurate strategy. Unplanned success is a planned defeat. Accurate and logical strategy helps to realize the grandest projects. A successful person fulfills a small portion of his great plan every day. If you stick to your plan, then you will be able to realize everything you want.

3) Positive attitude. Positive thinking and a positive attitude to the world work wonders. You live in the world you create for yourself. You want to live in a wonderful world ? think about something wonderful! Stop being afraid of failures and you will reach your success.

4) Faith in success. Faith strengthens your potential, and doubts undermines it. If you have the desire, leave all your doubts behind. Just believe in the possibility of your own success and you will start seeing some blocks fall away :-)

5) Education and training. Being aware of your desires without any action will lead to nothing. Only action, supported by knowledge will result in great success. Continuous training and improvement of your professional knowledge ? this is a key feature that distinguishes a successful person. Our world is ever changing, by applying your new knowledge you can keep pace with time.

6) Self -improvement. It helps us to change for better, overcome our blocks and fears. Remember, that everything depends only on you; you are master of your fate, your success and happiness.

This article is merely a presentation of the philosophy of success. These are only words, although wise and true. However, you can choose to ?turn this philosophy into a powerful tool for improving your life from now on.

This simple philosophy can become your strategy, your guiding light in achieving success. I?m sure it will lead you to great success!

China hauls away activists in congress crackdown

Chinese petitioner Wang Xiulan pauses while she speaks during an interview in Beijing Tuesday, Nov. 6, 2012. Wang has been trying for two decades to draw central government attention to what she says is local police mishandling of an assault she suffered in her native Harbin city. Wang narrowly avoided being forced back home by assuming a fake identity and is now in hiding, but her ordeal paints a picture of the police dragnet aimed at preventing anyone perceived as a threat or a troublemaker from being in Beijing when an all-important leadership transition begins Thursday, Nov. 8. (AP) ? During her 30-hour train journey to Beijing, Wang Xiulan ducked into bathrooms whenever the conductors checked IDs. Later, as she lay low in the outskirts of the capital, unidentified men caught her in a nighttime raid and hauled her to a police station. She assumed a fake identity to get away, and is now in hiding again.

Wang's not a criminal. She's a petitioner.

She's among many people attempting to bring local complaints directly to the central government in an age-old Chinese tradition that has continued during the Communist Party era. But police never make that easy, and this week, as an all-important leadership transition begins, a dragnet is aimed at keeping anyone perceived as a threat or a troublemaker out of Beijing.

"There is no law in China, especially for us petitioners and ordinary folk," Wang, 50, said in an interview with The Associated Press. "Even common gangsters and hoodlums get to leave after they serve time for crimes, but for us, if we get locked up, we never know when we might be freed."

Authorities want no surprises as the handover of power begins in the capital Thursday. The transition already has been rocked by the party's messiest scandal in decades, involving a former high-flying politician now accused of engaging in graft and obstructing the investigation into his wife's murder of a British businessman.

Rights groups say the wide-ranging crackdown on critics bodes poorly for those who hope the incoming generation of leaders will loosen restrictions on activism.

"China's top political leaders are very nervous, as they have since early this year been consumed by one of the most destabilizing and disharmonious power struggles in decades," said Renee Xia, international director of the Chinese Human Rights Defenders. The group estimates that hundreds or thousands of people have come under some kind of restriction in preparation for the party congress.

Lawyers have been held under illegal house arrest, dissidents sent back to their hometowns and activists questioned. Internet users report difficulties accessing many websites and the failure of software meant to bypass Internet filters.

Veteran activist Huang Qi, who runs a website on petitioners like Wang, said nearly 1,000 people have contacted him over the past few weeks to complain that authorities have hired thugs to harass and beat them.

"I hope that the Chinese authorities will face up to the social problems," Huang said in an interview. "Using violence will only escalate the resistance."

The crackdown reflects the leadership's nervousness as slowing economic growth exacerbates public outrage over corruption, social injustice, pollution and favoritism toward state-run agencies and the elite at the expense of ordinary people.

Under normal circumstances, petitioners are relatively safe once they reach Beijing's outskirts, though in their home provinces they are almost perpetually on the run from hostile local officials or thugs-for-hire who want to nab them before they can get an audience with central government agencies.

Now, however, even the capital's fringes are off limits.

Wang, a petite woman with shoulder-length hair neatly tied back, has been trying for two decades to draw central government attention to what she says was police mishandling of a serious assault she suffered in her native Harbin. Not only did her attacker go unpunished, but Wang ended up getting dismissed from her job years later.

Wang arrived in late October in Lu Village in Beijing's southwest, where petitioners have sought refuge for years. A police post guards the road into the village, and residents say officers have lately blocked petitioners from entering.

Wang had rented a bed ? a wooden plank on bricks ? in a tiny concrete room shared with two others. A gang of two dozen men barged in one night at 11 p.m., demanded to see her ID, searched her belongings and grabbed her cellphone.

"I was scared to death when they suddenly barged in here," Wang said, pointing at the door, where the lock had just been replaced.

The men refused to identify themselves and bundled her into a minivan with other petitioners. At another stop, she saw a couple dragged into the vans in their pajamas, the woman wearing only one shoe.

All were taken to a police station in nearby Jiujingzhuang village, where many petitioners say police process them for return to their hometowns. Using someone else's identity, Wang was able to evade police suspicion and was released. Many of the others were sent back, she said.

The raids are having an effect. The compound that houses her room and others now has only a handful of residents, down from about 30.

"They've all been chased away, caught or scared home," said Liu Zhifa, a 67-year-old petitioner from Henan province and one of the holdouts. Liu confirmed Wang's description of the Oct. 31 raid and described his own encounter with thugs breaking his lock and entering his room three times in one night in mid-October.

"I asked them to show their identifications, and they yelled at me, saying 'What right do you have to see our identification? Who do you think you are?" said Liu. "They were ruthless. The authorities and the police are working with people in the underworld."

A police officer who would only give his surname, Wei, answered the phone at a Jiujingzhuang police station (not 'the' because the police station has another name) and denied that authorities were raiding petitioners' villages. "We only act according to the law," Wei said. Questions about the broader crackdown were referred to the Beijing public security bureau, which did not respond to faxed questions.

The crackdown has extended to lawyers such as Xu Zhiyong. He said Beijing authorities have held him under informal house arrest since mid-October, stationing four or five guards outside his apartment in Beijing around the clock.

Xu has campaigned for years against Chinese authorities' use of "black jails," or unofficial detention centers run by local governments to hold petitioners. The government has denied the existence of such facilities, but even the tightly controlled state media have reported on them.

"The illegal restriction of a citizen's personal freedom for a long period of time is criminal behavior," Xu wrote in an email. "In an authoritarian state, this type of crime takes place everywhere."

Authorities in Shanghai also have ratcheted up pressure on critics, sentencing veteran women's rights activist Mao Hengfeng to a year and a half of labor camp. Mao, accused of disturbing social order, had been detained in Beijing in late September, said her husband, Wu Xuewei, who indicated she was being put away to silence her before the party congress.

Even dissidents' relatives have come under pressure. Beijing activist Hu Jia said he was warned by police to leave town, and that even his parents told him that police had told them to escort him to his hometown.

"My parents said to me: 'Hu Jia, you don't know what kind of danger you are in, but we know,'" he recounted in a phone interview from his parents' home in eastern Anhui province. "They said: 'Beijing is a cruel battlefield. If you stay here, you will be the first to be sacrificed. Don't do this.'"
