If you?re a flood victim, you should apply for help from the federal government through the Federal Emergency Management Agency.

It doesn?t matter whether you have flood insurance or not or what kind of other insurance you have or if you have insurance at all. Federal assistance is available regardless, but you won?t get it if you don?t apply, said Bill Brubaker, a public information officer for FEMA.

President Barack Obama approved a declaration disaster for 19 midstate counties, covering the providing of assistance to individuals in each county that is declared a disaster.

You?ll also be able to apply over the phone using a toll-free number to be made public if the individual assistance declaration is made. You?ll also be able to apply online at www.fema.gov.

He said help for small business owners is typically loans available through the Small Business Administration. SBA representatives would be at disaster-recovery centers.

What should I be doing now while I wait until I can apply?

Many midstate flood victims who don?t have flood insurance are already well on their way to cleaning up and restoring their property. Brubaker said that?s OK as long as you document what your loss has been. Hopefully, you took lots of photos and videos of the damage before you started your cleanup. If not, do the best you can to document the damage on paper after the fact.

Flooding is not covered in a standard homeowners insurance policy, according to the state Insurance Department. But it?s still a good idea to report your flood loss to your insurance agent just to make sure, said Willem Rijksen, a spokesman for the American Insurance Association.

If you have flood insurance, you should have contacted your agent and have a claim started by now. You should have been contacted by an adjuster, and you might be waiting for an adjuster to inspect your home or business.

In the meantime, if your property is safe to re-enter, go ahead and separate damaged property from undamaged property. But don?t throw anything away until an adjuster has seen it. If you have to throw something away, take pictures of the damaged property to document it for the adjuster and keep a sample for the adjuster to see ? such as cutting out a piece of wall-to-wall carpet. Do all you can to protect undamaged property.

How will I know when I can apply?

Brubaker said FEMA will use local media to get the word out regarding when the president has issued an individual assistance declaration, which counties are covered, where recovery centers will be, and how people can apply.

What do I need to provide FEMA to apply?

Bring anything you have that can help document and describe your loss ? photos, videos, what you?ve written in a notebook. Brubaker said it shouldn?t matter what format the photos are in.

You should bring your most recent income-tax statements, and proof of income, such as a recent pay statement. Proof of income is important for small-business owners seeking loans through the SBA.

Folks who live along a road or street that is being widened in Ohio do not always know what to expect. ?Will the government pay me? If so, how will that payment be calculated, and when can I expect that payment?? are typical questions for neighboring landowners that arise in the context of a road widening project.

Roads, along with the shoulders, berms, and curbs adjacent to those roads, are typically widened on land that the government either owns or has paid for the right to use. The government?s right to use land is frequently referred to as a ?right-of-way?. If the government desires to widen a road onto land that it already owns or upon which it has a right-of-way, there is generally no compensation paid to neighboring landowners.

However, if the road is widened onto land that the government does not own or have the right to use, the government has to either buy that land or buy a right-of-way over that land. That ?acquisition? process typically involves three major steps:

(1) A property survey to identify how much new land will be needed and the exact location of the new or widened road along with research into the public records to determine who owns the land to be acquired;

(2) Appraisal of the land to be acquired based upon several long-standing and respected appraisal processes; and

(3) A purchase offer from the government for the land. If the landowner accepts the offer to purchase, a closing will take place within several weeks after the agreement is reached, which is when the landowner gets paid.

?The process of land acquisition for road widening is thorough, because it is designed to be fair?to the government and to the landowner,? stated Richard Bertz, Senior Vice President at Mannik & Smith Group, an engineering and consulting firm that is managing aspects of the County Road 5 widening project in Putnam County. Anna Mae Blankemeyer, a local attorney who limits her practice to real estate, agrees, ?The government right-of-way acquisition process is not always as fast as private real estate sales, but its complexity helps ensure that the law is followed.?

If the government encounters a landowner who does not agree to the purchase offer, in some instances, there may be some negotiation. However, in most instances, the government can file a civil lawsuit to acquire the land through eminent domain. In eminent domain cases, the landowner can contest the government?s right to purchase the land, but that is seldom a winning argument. Much more frequently, the only real issue in an eminent domain action is the value of the land to be acquired, which is something that a landowner can have a jury decide.

Long-disused netball courts at Maroochydore's Elizabeth Daniels sporting precinct are to be re-born as a multi-sport oval.

Sport Minister Phil Reeves today turned the first sod to mark the start of construction of the oval, which will be run by Maroochydore Cricket Club and shared with other sports.

"The Bligh Government provided $300,000 towards the project which will be a major boost to the community," Mr Reeves said.

"This has been unused for too many years - we need to turn it into a great addition to the Elizabeth Daniels sporting precinct.

"A new oval should be completed by Christmas if weather permits, giving the fast growing Maroochydore Cricket Club a much needed fourth field.

"Once complete, the field will also cater for AFL, cricket, rugby union and softball.

Mr Reeves hopes the new oval will encourage more Sunshine Coast locals to get up, get out and get active.

"As a government, we want to help more Queenslanders get involved in sport and recreation and make it a life-long habit," he said.

"That's why the Bligh Government invests in projects and programs which encourage people to get fit and healthy.

"As a result of our Sport and Recreation Infrastructure program, the Bligh Government has invested more than $1.5 million right here on the Sunshine Coast in the last 12 months.

"That means better facilities for Sunshine Coast locals so they can enjoy their sport.

"Under our Toward Q2: Tomorrow's Queensland initiative, we want to help Queenslanders become the healthiest people in Australia.

"This Government's support not only develops grassroots players and heightens our chances of hosting events, but reinforces our reputation as the Champions State and the Events State as well.

"We've made the tough economic decisions to ensure we can continue to support local sport and recreation."

Remembering 9/11 | The Girl from the Ghetto

I?ve went back and forth all day, deciding whether or not I should write a 9/11 post. Last month, I started to see a ton of news coverage about the 10th anniversary of September 11, 2001, and I didn?t want to add one more blog post about that terrible day in American history. Then I remembered my own advice about blogging?write for yourself, and no one else. So here I am.

September 11th is a bittersweet day for me, since?it is my youngest?s birthday.?But,?10 years ago, I didn?t know him or his father, and it was a day that terrorized me, even though I was living in Michigan,?far away from New York, Washington D.C. and Pennsylvania. I had just started a new job as a civil servant, and was already on break watching tv when I saw the second plane fly into the Twin Towers. I knew?America was under attack?and I was?basically wigging?out (on the inside, since I was the new girl at work), because I didn?t know where these terrorists?were going to strike next. I had a friend in the military, who?was working as an air?traffic controller in Puerto Rico, and I managed to get ahold of him?by lunchtime. We couldn?t believe what had?happened, and both of us?had been watching the television coverage all morning. I?ve never been more frightened of the unknown?in all my life.

I watched?coverage of the attacks and the aftermath once I got home from work until?2?a.m. that night. I finally had to turn it off after watching hundreds of people leap to their deaths, like this guy. I?m still haunted by those images.

I still can?t imagine what life was like that day for all those people who died during the attacks, or the ones who were lucky enough to survive, or the ones who lost loved ones, or who rushed into burning buildings to save others, or who died during the act of trying to save others, or who even?saw body parts, if not entire bodies, laying all over the streets.?I have the chills just writing this sentence, thinking about the horror?they went through. I knew 2 men (from high school) who?made it out of the towers alive. My mother?s good friend lost her daughter that day, as she was in New York at a job interview at the World Trade Center. I listened to the survival tale of my friend?s little brother?s best friend, who had been working as a stock broker in the twin towers, who was evacuated,?then?told to go back to work or get docked pay, who went back up, then decided?he was going to leave, and who?made it out of there in time, just seconds before his tower collapsed. He changed his entire life?his career, his weight, his passions.

For the past 10 years, I?ve watched our country try to recover from this attack, taking away certain rights that I didn?t always agree with, making some changes for the better, some for the worst, and I?ve watched Americans fight 2 wars that have killed, injured and terrorized so many people. I?ve seen and heard amazing survivor and hero stories that still blow me away and make me cry to this day. I am still blown away by?all of the hard, life changing and terrorizing?work those fire fighters, police officers and other first responders went through while just doing their normal job?that day. I?ve read several great books on September 11th, one being 102 Minutes: The Unforgettable Story of the Fight to Survive Inside the Twin Towers?by Jim Dyer. Read it if you haven?t already! I?ve watched countless television specials,?documentaries and movies about what?happened on September 11, 2001. I just can?t forget what happened.

In fact, I argued?with my husband last night while we were watching?our DVD of?Flight 93, and what the airlines and the F.A.A. did wrong. I?m certainly not blaming the flight crews for anything?that happened, as I can?t imagine?what it would be like to have?a knife to my throat (Well, I?ve been stabbed by my mother, so I sort of know what that fear is like), or seeing a bomb strapped to someone hijacking a plane I?m supposed to be controlling.?As a former flight attendant, I?still remember the training I had in 1998, which includes landing a plane, defusing a bomb, and dealing with terrorists.?I?m just so pissed that so many things went wrong that day, particularly air traffic wise, from Bush failing to act fast enough, or the lack of warning to all pilots in the skies that day,?the weak cockpit doors,?or the weapons that were carried legally onto planes, and for a disaster plan?on that scale?either not planned or executed the way it should have been. Thankfully, there were some great air heroes?that day, from the?man who stopped all?flights coming into and out of?the U.S., to the passengers?and crew who were able to fight back, and the countless others I don?t know about.

I flew?to New York during Memorial Day weekend in?2002. It was the earliest I could get away from work, and I want to see Ground Zero more than anything in this world. I needed to see with my own eyes what had happened, so I could try to imagine what everyone experienced that day. I?visited?the site on Memorial Day, and?spent 4 hours in the pouring rain, soaked to the bone, and taking turns smiling and hysterically crying, while I was looking at all the letters, photographs, banners, signs and even?buildings paying tribute to loved ones and heroes at?Ground Zero.

When I saw the gap where the twin towers once stood, I?was overwhelmed. I had visited the World Trade Center a few years prior, and something that large, that iconic, was actually missing??I have a picture of the towers that I took back in 1996, and that picture is still looked at by my and my husband every single day, as it hangs on the wall just behind my tv. We are forver changed by that day, as I?m sure you are.

Seeing all of the flowers, flags and dog tags left for?the heroes?of 9/11 was ? indescribable.

I do want the war?to be over ? don?t you? Tell me, were you?in New York or Washington D.C.?that day? Did you survive this event, see it with your own eyes, loose a loved one, save someone, or?even just experience the terror and fear like I did by watching the news coverage? Tell me your story, because all stories about this tragic day in history should be heard, and of course, never forgotten.
