Ebola outbreak in Uganda: President pleads to end handshakes

Uganda's president on Monday warned against shaking hands and other physical contact after the first death from the deadly Ebola virus in the capital Kampala.

"The Ministry of Health are tracing all the people who have had contact with the victims," Yoweri Museveni said in a state broadcast, adding that 14 people had died in total since Ebola broke out in western Uganda three weeks ago.

One person who contracted the virus in western Uganda died in Kampala's Mulago Hospital, Museveni said, calling on people not to shake hands to avoid the spread of the virus.

"Ebola spreads by contact when you contact each other physically... avoid shaking of hands, because that can cause contact through sweat, which can cause problems," Museveni said.

"Do not take on burying somebody who has died from symptoms that look like Ebola -- instead call health workers because they know how to do it... avoid promiscuity because this sickness can also go through sex," he added.

Seven doctors and 13 health workers at Mulago Hospital are in quarantine after "at least one or two cases" were taken there, with one later dying, he said.

The latest outbreak started in Uganda's western Kibale district, around 200 kilometres (125 miles) from Kampala, and around 50 kilometres from the border with Democratic Republic of Congo.

The fatal case in Kampala was a health worker who "had attended to the dead at Kagadi hospital" in Kibale, Health Minister Christine Ondoa told reporters.

She is believed to have travelled independently to Kampala -- possibly on public transport -- after her three-month old baby died, Ondoa added.

World Health Organisation (WHO) spokesman Tarik Jasarevic confirmed the death in Kampala, but noted that "so far no infections have occurred" there.

"I appeal to you to first of all report all cases which appear to be like Ebola, and these are high fever, vomiting, sometimes diarrhoea, and with bleeding," Museveni added.

"When you handle this case well you can eliminate Ebola quickly."

According to experts, despite being extremely virulent the disease is containable because it kills its victims faster than it can spread to new ones.

It has a fatality ratio of between 23 and 90 percent, according to the WHO.

Seven people suspected of having the virus have been isolated in Kigadi hospital, Ondoa said.

The nearest death to the capital previously had been in May 2011 in Bombo, 35 kilometres (21 miles) from Kampala, a city of some 1.5 million people.

The rare haemorrhagic disease, named after a small river in DR Congo, killed 37 people in western Uganda in 2007 and at least 170 in the north of the country in 2000.

However, Museveni said that the virus had not been immediately identified this time, resulting in a delay.

"The bleeding which normally accompanies Ebola did not take place initially among these patients," he said, adding that health workers at first did not therefore realise what the problem was.

"Because of that delay the sickness spread."

Health officials said that the source of the outbreak had yet to be confirmed but that the villages affected were located close to forests famous for several species of primates.

"The site where most of the cases occurred are close to Kibale forest where there are a lot of monkeys and birdlife," said WHO representative for Uganda, Joaquim Saweka, adding that "so far the WHO does not recommend any restriction of movement."

Local communities had initially also delayed reporting the outbreak because "evil spirits" had been blamed, said Ondoa.

Ebola is characterised by the sudden onset of fever, intense weakness, muscle pain, headache and sore throat, often followed by vomiting, diarrhoea and in some cases, both internal and external bleeding, according to the WHO.

It spreads by direct contact with the blood or other body fluids of infected persons.

"I wish you good luck, and may God rest the souls of those who died in eternal peace," Museveni added.

One lazy Sunday, I lounged around my apartment with my iPad and an endless pot of coffee, barely moving. But the band delivered a cheery message: Id hit my goal for the day. Huh?

Others have noticed this inconsistency, too. Casey Chan, a writer at Gizmodo, found that the band awarded more points for eating a slice of pizza than for walking up a flight of stairs.

Joseph Teegardin, a Nike spokesman, said last week that the company assigned points to a range of behaviors. To tally those points, the accelerometers in the wristband monitor activity and match movement patterns to a Nike proprietary index. He added that the device worked best with activities involving wrist movement dancing and basketball, for example.

The devices inconsistency was frustrating. After a few days, though, I forgot about my newfound pet altogether, leaving it in a public restroom and then, after retrieving it, putting it in my back pocket and later accidentally sitting on it. Until then, the wristband had certainly been affecting my behavior. I felt Fuelshamed, embarrassed each time I glanced at the bands dull surface and found it illuminated by a lonely red dot, a signal that I wasnt active enough to appease the machine.

The FuelBand is part of a new, ambitious breed of fitness tracking devices and apps that promise to transform their owners into personal data collectors, able to analyze and improve the minutiae of their daily lives where they go, what they eat and how much they move.

Grammar ain't all that | Life of an Architect

For those of you who have been through Life of an Architect before, you will know that I take a lot of liberties with my ?grammar?. That?s right, I am a bad boy when it comes to following some of the rules but at this point ? some 350+ posts later ? that cat?s been let out the bag and I don?t really care. That?s because I have developed a writing style that I like to call ?I type it just like I thought it out in my head? [yeah ... that's a bad-ass title]

? I?m not writing a technical manual here ? I am trying to get you to read what I am ?saying.?

Since I get some grammar police on my back from time to time, I need you busybody people to understand that I think faster than I type and when I make a mistake, it?s on purpose. Well? sort of. For the record, I always spell check so it isn?t too often that I misspell a word. I might use the wrong word but that mo-fo will be spelled correctly.

(did you notice how I used the right version of ?too? instead of ?to?? I get that right sometimes?)

So yes, my writing style is a written version of my talking style minus the wild arm gesticulations and the appropriate regional dialect. I scatter commas into my?sentences?like buckshot ? but I?m not writing a technical manual here ? I am trying to get you to read what I am ?saying.? It?s not as easy as it looks.

When is the right time to add a dot dot dot? Hmmmm ? I wonder?

How about dealing with a sentence that goes on and on and on ? maybe a dash would fit the bill? Sometimes I use dashes when I want the reader to ?hear? what I wrote as if I was speaking under my breath. As it turns out, there are loads of examples of speaking under my breath in. this. very. post!

I could go on for a while but I think the idea of my post is established now. I am sure there are rules for all the things I do in an effort to convey the conversational tones of my blog posts. While I don?t know if you literally get it, I do know that people recognize that there is a purposeful style to how I write.

Wow ? okay. For the record, I almost barfed when I wrote that I ?write? because I don?t write. I speak and then I type (or more specifically I think and then I type, and clearly I don?t think all that much before I type).?

I read a post on the Harvard Business Review titled ?I Won?t Hire People Who Use Poor Grammar. Here?s Why? and I thought ?Oh my Gawd, I could never work for that guy because my grammar sucks?. Don?t worry about?why I was reading the Harvard Business Journal and don?t worry about the fact that I wouldn?t want to work for that guy anyway. The point is that I write a bunch of garbage (re: this post in particular) and stick it out there for anybody to read knowing that there are most likely grammar mistakes. I also know that it is easy to judge somebody by the quality of their writing (I do it) ? I?m just not sure my sort of ?writing? qualifies as actual ?writing.

I try to type as fast as I can to keep up and then hit the ?publish button?. Maybe not the smartest thing to do but with the exception of a handful of people who feel the need to publicly correct a typo or grammar error -?which is a total jerk move by the way. Besides, I?ll go back and fix it and when people read the comment you left pointing out a mistake that doesn?t exist anymore guess who looks like the dolt? Most people I don?t think care too strongly one way or the other. Typos and grammar issues in blogs such as mine don?t bother me as much as articles that I read in magazines, newspapers ? anywhere an article is written for pay or isn?t on a blog.

Maybe it?s a characteristic of architects to always have a ?work in progress? view towards things?

(AP) ? Dow Chemical Co. says its second-quarter net income fell 34 percent as weaker demand led to lower prices. Softness in Europe and a stronger dollar also weighed on results.

Its results missed Wall Street estimates and its shares dropped 4 percent in premarket trading.

The nation's biggest chemical maker can offer a broad picture of global economic conditions because its products are used in nearly every sector.

Dow Chemical reported Thursday that its net income fell to $649 million, or 55 cents per share, for the April-June quarter. That's down from $982 million, or 84 cents per share, a year ago.

Analysts forecast 64 cents per share.

Revenue dropped 10 percent to $14.51 billion, missing Wall Street's estimate of $15.69 billion.

Prices fell 5 percent, declining in all geographic regions. The biggest drop ? 8 percent ? was in Europe.

Gov't stepping up fight against health care fraud

(AP) ? The Obama administration is upping the ante in the fight against health care fraud, joining forces with private insurers and state investigators on a scale not previously seen in an attempt to stanch tens of billions of dollars in losses.

Health and Human Services Secretary Kathleen Sebelius said in a statement Thursday that the new public-private partnership "puts criminals on notice that we will find them and stop them," while Attorney General Eric Holder called it "a critical step forward" against fraud, an endemic problem plaguing programs like Medicare and Medicare as well as private insurance companies.

Details of the collaboration remain to be worked out, but the possibilities include sharing information on new fraud schemes as they pop up, using claims data to catch scams such as payments billed to different insurers on the same day for care purportedly delivered to the same patient in different cities, and using computer analysis to spot emerging patterns of fraud.

The agreement is also unusual because it brings the Obama administration and longtime foes in the insurance industry together to tackle a common problem. While carrying out the requirements of President Barack Obama's health care overhaul law, insurers are also lobbying to roll back some of its provisions, such as new taxes on the industry and cuts to private plans offered through Medicare. Obama continues to rail against industry "abuses."

Fraud is estimated to cost Medicare about $60 billion a year, and the Obama administration has beefed up the government's efforts to stop it, bringing in record settlements with drug companies for marketing violations as well as using new powers in the health care law to pursue low-level fraudsters with greater zeal.

Yet, although Medicare is becoming a harder target, it's too early to say if the tide has turned.

Some antifraud efforts launched with great fanfare have yet to deliver convincing results. For example, a $77-million computer system unveiled last summer to stop Medicare fraud before it happens had prevented just one suspicious payment by Christmas.

Likewise, the new public-private collaboration could face problems. Privacy advocates may object to extensive scrutiny of claims data, and doctors have traditionally pushed back against routine computerized monitoring of their practice patterns.

A formal announcement of the campaign was scheduled Thursday afternoon at the White House, with top insurance industry officials participating. Supporting the partnership are America's Health Insurance Plans, the leading industry lobbying group, the Blue Cross and Blue Shield Association, and major companies including UnitedHealth Group and WellPoint, Inc. Formal working meetings are scheduled for September.

The analysis of data from Medicare, Medicaid and private health plans will look for suspicious patterns and other evidence that might indicate fraud, White House officials said. A "trusted third party" would comb through the data and turn questionable billing over to insurers or federal investigators.

Officials said those who submit fraudulent claims often do so for both government programs and private insurance plans. Separately, such claims might not raise suspicions, but taken together they could raise a red flag, such as when a doctor bills for more than 24 hours in a day.

Law enforcement organizations taking part in the collaboration include the FBI, the Health and Human Services Inspector General's Office, the Justice Department, and state and private insurance fraud control units.

Hunt for Joseph Kony lacks troops, equipment

(AP) ? The head of a planned African Union force to hunt warlord Joseph Kony said on Wednesday that he can't start his task because he doesn't have troops, equipment or the necessary funding.

Ugandan Col. Dick Olum spoke to The Associated Press from Yambio, South Sudan, as AU and United Nations officials gathered in Uganda to consider regional efforts to catch Kony and dismantle his infamous Lord's Resistance Army.

"We don't yet have the force to start the mission," said Olum, whose appointment was announced in February. "The problem is logistics, facilitation and personnel."

Olum said the Kony hunt was still in the hands of some 2,000 Ugandan soldiers and 500 South Sudanese troops. The AU force, however, was meant to start operating in March with up to 5,000 troops contributed by Uganda, South Sudan, Congo and the Central African Republic ? the countries affected by Kony's rebellion over the past years. The funding for the mission, meant to come from the affected states and the international community, has yet to materialize, he added.

Kony became the first suspect to be indicted by the International Criminal Court on charges of war crimes and crimes against humanity in 2005. In March, the fugitive warlord became the subject of renewed international attention after U.S. charity Invisible Children released an online video that quickly went viral aimed at raising awareness of crimes attributed to the LRA.

Uganda's Foreign Minister Okello Oryem said Wednesday's meeting of AU and U.N. officials in Uganda had been called amid fears that the LRA might take advantage of chaos in eastern Congo to regroup and wreak havoc. The officials are examining the latest intelligence on the LRA, whose members have traditionally moved freely through the region's porous borders, he said.

"This matter of the LRA could escalate and become bigger in the region," he warned. "The meeting will look into this and come up with intelligence to be shared with the Americans."

Last year President Barack Obama sent 100 troops to Central Africa to help regional governments eliminate the LRA, which is notorious for forcibly recruiting boys and girls who then become soldiers or wives for commanders. The Americans are acting as advisers and are not involved in physically tracking the rebels. Although the hunt for Kony has intensified in recent months, Ugandan officials say they lack reliable evidence of his possible whereabouts because he has stopped using electronic communication devices.

Only about 200 LRA fighters are still left in a vast swath of jungle in Central Africa, according to Ugandan army officials. The rebels are scattered in small groups in South Sudan, Congo, and the Central African Republic, where Kony himself is thought to be hiding. There is no LRA presence in Uganda where it originated in the 1980s as a rebel movement, officials say.

Olum said most of the LRA rebels are hiding in Congo, where military officials arrested a rebel lieutenant and handed him over to Ugandan authorities last month.

The Congolese government has denied Uganda permission to enter its territory in pursuit of LRA rebels.

(AP) ? Nearly half of high school students say they've had sex, yet progress has stalled in getting them to use condoms to protect against the AIDS virus, government researchers reported Tuesday.

Today, four of every 10 new HIV infections occur in people younger than 30, according to the Centers for Disease Control and Prevention ? and the teen years, just as many youths become sexually active, are key for getting across the safe-sex message.

Using a long-standing survey of high school students' health, the CDC tracked how teen sexual behavior has changed over 20 years. The results are decidedly mixed.

About 60 percent of sexually active high school students say they used condoms the last time they had sex, researchers said at the International AIDS Conference. That's an increase from the 46 percent who were using condoms in 1991.

"This is good news," said Dr. Kevin Fenton, director of CDC's HIV prevention center. But, "we need to do a lot more."

Condom use reached a high of 63 percent back in 2003.

Black students are most likely to heed the safe-sex message, yet their condom use dropped from a high of 70 percent in 1999 to 65 percent last year, the study found.

The proportion of high school students who've had sex is 47 percent today ? down a bit from 54 percent in 1991 ? and they typically start at age 16, CDC said. Black teens showed a bigger decrease, with 60 percent sexually active today compared with 82 percent two decades ago.

The more partners, the more risk. Fifteen percent of high school students say they've had four or more partners, down from 19 percent in 1991.

Fenton said many school systems don't have strong enough sex education policies that include teaching teens about how to prevent HIV. But he cautioned that the CDC study can't link the abstinence-only policies pushed by Congress through the late 1990s and early 2000s to the stalled condom use.

Focusing on individual risk behaviors is just part of the story. Increasingly, HIV is an infection of the poor, and specialists at the world's largest AIDS meeting are making the point all week that tackling the virus globally will require broader efforts to address problems of poverty. Those include gaining better access to overall health services and fighting stigma.

In hard-hit Africa, where 60 percent of infections are among women, U.S. researchers announced a new step to develop tools women can use to protect themselves when their partners won't use condoms. A new study will test a monthly vaginal ring that oozes an anti-AIDS drug into the surrounding tissue in hopes of blocking HIV. The study, funded by the National Institutes of Health, will enroll nearly 3,500 women in Malawi, South Africa, Uganda, Zambia and Zimbabwe.

In the U.S., where new infections have stubbornly held at about 50,000 a year for a decade, complacency is part of the problem, Fenton said.

"We have to generate a new sense of urgency," he said.

Overall, though, a characteristic of the young is to think they're invincible, Fenton added.

He's now an Ohio AIDS activist who works to teach young people that they need to protect themselves, and how.

"I want people to have the tools to keep themselves safe," said Stallworth, who is working with the nonprofit Advocates for Youth to declare a National Youth HIV & AIDS Awareness Day in April to increase young people's knowledge about their risk.

Part of that involves society getting "better at being more open about being able to talk about sex," Stallworth said. "It's still a taboo issue."

The CDC recommends that everyone in the U.S. ages 13 to 65 be tested for HIV at least once. Those at increased risk ? such as people who have multiple sex partners or men who have sex with men ? should be tested more frequently, at least once a year.

In South Carolina, 18-year-old Quinandria Lee offers an example of the safe sex practices that CDC says more young people should adopt.

Lee was frustrated at her school's abstinence-only focus. She learned about both male and female condoms from the South Carolina Contraceptive Campaign, and last year her principal allowed her to teach her classmates about them. Condoms are the only contraceptives that also protect against HIV infection.

But Lee credits her mother's frank talk about sex for this key protective step: Lee persuaded her boyfriend to go with her to a clinic where both got a clean bill of health before they ever had sex. Still, they use a condom every time.

"It's hard," she said of that get-tested conversation. But "you can't be too sure."

Angels power past Rangers, take series

ANAHEIM, Calif. (AP) - Albert Pujols and Bobby Wilson homered, and Mike Trout scored a run in his 14th consecutive game to set an AL rookie record, leading the Los Angeles Angels to a 7-4 victory over the Texas Rangers on Sunday night to win the three-game series.

Dan Haren pitched effectively in his first start off the disabled list for the Angels, while the two-time defending AL champion Rangers ended their road trip 4-4 and their lead over the Angels in the AL West was reduced to five games. The teams play each other 10 more times during the regular season, including a four-game series at Texas beginning July 30.

Haren (7-8) threw 95 pitches over six innings, allowing two runs, three hits and three walks while striking out three.

The three-time All-Star, whose streak of 254 consecutive starts ended because of tightness in his lower back after his outing on July 3, had to contort himself to get out of the way of a vicious line-drive single by Michael Young that buzzed past his head with one out in the fourth.

Three pitches later, Nelson Cruz drove his 12th homer halfway up the batter's eye in center field to cut Texas' deficit to 3-2. It was Cruz's first homer on the road since June 3 at Angel Stadium, when he hit a mammoth two-run shot to left-center against reliever Bobby Cassevah that was estimated at 484 feet and reached the championship flagpoles on the fly.

The Angels tacked on three runs in the seventh with Wilson's first homer of the season and Pujols' 18th, a two-run shot off Alexi Ogando that followed a single by Torii Hunter. Pujols's 463rd career home run put him ahead of Jose Canseco for 32nd place all-time, and left him within 12 RBIs of joining Lou Gehrig, Joe DiMaggio and Al Simmons as the only players in history to reach 1,400 in their first 12 seasons.

Angels closer Ernesto Frieri, in a non-save situation, relieved Scott Downs with one on and none out in the ninth after David Murphy reached on Downs' throwing error. The right-hander walked two of his first three batters, loading the bases, and Elvis Andrus drove in a run with a sacrifice fly. But Frieri came back to strike out Josh Hamilton for the final out. Hamilton came up empty in four opportunities with runners in scoring position during the series, and is 0 for 15 this month in those situations.

Matt Harrison (12-5) gave up four runs and eight hits in six-plus innings after going the distance in his previous two starts, including a five-hit shutout last Sunday at Seattle. The left-hander, who departed after giving up Wilson's leadoff homer in the seventh, was attempting to tie fellow All-Stars R.A. Dickey and David Price for the major league lead in victories and become the first Rangers pitcher with three consecutive complete games since Kenny Rogers in May 1994.

Trout eclipsed the previous AL record for runs scored by a rookie, shared by Jake Powell of the 1935 Washington Senators and Don Lenhardt of the 1950 St. Louis Browns. The 20-year-old outfielder also broke the Angels' overall franchise mark for consecutive games with a run scored, which was established by Jim Edmonds in 1995.

The record-breaker came in the first inning, when Trout led off with a triple into the right-field corner and came home on Pujols' ground-rule double into the left field corner. The Angels increased their lead to 3-0 in the second when Alberto Callaspo scored on a passed ball and Maicer Izturis came home on Wilson's single.

Trout, who played in his first All-Star game less than two weeks ago, leads the majors in runs (70) and stolen bases (31), and is hitting an AL-best .355 - despite spending almost the entire first month of the season in the minors.

Downs gave up an RBI single to Young in the eighth, but Hunter got the run back in the bottom half with an RBI single.

NOTES: Rangers RHP Roy Oswalt was scratched from his scheduled start on Monday against Boston because of tightness in his lower back, and will be replaced by RHP Scott Feldman. ... Angels RHP Ervin Santana, who was torched for six runs, eight hits and three homers in just 1 2-3 innings during Saturday's 9-2 loss, will be placed on a 15-out leash by manager Mike Scioscia in his next start Friday night against Tampa Bay - even if he retires 15 in a row. Scioscia has used that same tactic over the years with several pitchers to get them out of a rut, including Scott Kazmir, Aaron Sele, Jarrod Washburn, and Ramon Ortiz. ... Harrison has allowed three home runs over his last 13 starts and 61 2-3 innings and three of them have been hit by the Angels, including Mark Trumbo and John Hester. ... Angels SS Erick Aybar, who fouled a ball off the big toe on his right foot on Saturday, didn't play. As a result, the club promoted INF Jean Segura from Triple-A Salt Lake. RHP David Carpenter was optioned to Triple-A to free up a roster spot for Haren.
